Bulk Billing and Fees Notice – Mentone General Practice
Effective 1 November 2025
At Mentone General Practice, we continue to provide accessible, high-quality medical care for our community.
From 1 November 2025, the government’s new Bulk Billing Practice Incentive Program (GP NRA) defines which services must be bulk billed under Medicare.
We bulk bill all patients with a valid Medicare card for any NRA-eligible service.
Services that are not NRA-eligible may be privately billed.
1. Bulk-billed services (NRA-eligible)
If you hold a Medicare card, the following categories of consultations and care are bulk billed.
A. Standard GP Consultations (including Telehealth equivalents)
All regular GP visits and their telehealth equivalents are covered under NRA, including:

Level A (Brief): 3, 4, 52, 58, 90020, 90092, 90183, 91790, 91792, 91794, 91890, 91892

Level B (Standard): 23, 24, 53, 59, 90035, 90093, 90188, 91800, 91803, 91806, 91891, 91893

Level C (Long): 36, 37, 54, 60, 90043, 90095, 90202, 91801, 91804, 91807
-
Level D (Prolonged): 44, 47, 57, 65, 90051, 90096, 90212, 91802, 91805, 91808
-
Level E (Extended): 123, 124, 151, 165, 90054, 90098, 90215, 91920, 91923, 91926
(This covers both in-person and telehealth GP consultations at all time levels.)
B. Chronic Disease and Complex Care
Includes management and reviews for long-term conditions:

Care plans and team care arrangements: 721, 723, 731, 732, 900, 903

Ongoing reviews and coordination: 92026–92061
C. Mental Health Care
Includes all MBS mental health plan items and reviews:

2715, 2717, 2721–2727, and associated telehealth items.
D. Health Assessments and Preventive Care
All standard health assessments are NRA-eligible:

701, 703, 705, 707, 715 (including Aboriginal and Torres Strait Islander health checks).
E. After-hours and Home Visits
When provided under eligible after-hours items, including:

585, 588, 594, 761, 763, 766, 769, and others as listed under the GP NRA framework.

2. Privately billed services (non-NRA-eligible)
Services that are not listed under the GP NRA may be billed privately.
Where Medicare rebates apply, we process your claim electronically.
Examples include:

Procedures and minor surgeries — skin lesion removals, biopsies, sutures, cryotherapy, dressings, ear syringing.

Pre-employment, insurance, and travel consultations — not covered by Medicare.

Medical reports, third-party forms, and letters — private billing only.

Driver and occupational medicals — private billing.
-
Cosmetic or non-medical procedures — private billing.
-
Telehealth consultations not covered by NRA items — private billing.
